Activation Decisions
The judgment calls about whether and when to formally declare an incident and stand up the response process, including who has authority to activate and what thresholds trigger it.
Activating too early wastes effort and creates alert fatigue; activating too late lets damage spread. Mature teams predefine criteria and a clear decision-maker so activation is consistent under pressure rather than improvised.
