Security Program Charter

A foundational document establishing a security program's authority, scope, mission, and structure, signed by executive leadership, that authorizes the program and anchors its governance.

A security program charter is the formal mandate that creates the program: stated mission, scope, authority, leadership, key roles, and reporting lines, approved by executive leadership. It legitimizes the program's right to operate, sets expectations, and provides the document new stakeholders read first to understand what security does and how. As a capstone GRC deliverable, a clear charter is what turns a series of activities into a recognized, accountable function with leadership backing.
