Obligations Inventory

An obligations inventory is a maintained register of legal, regulatory, contractual, standard, and internal commitments that can create compliance work.

Each entry records its authoritative source, owner, scope, applicability, effective date, required outcome, evidence, dependencies, and review trigger rather than reducing an obligation to a framework label.
